Which first?
Boat first, cave second — the boat is untimed, so take one of the first boats after 9am while the line is short, then walk across Goat Island to your Cave slot. Reserve the Cave slot as soon as you enter the park (or let a pass do it). Yes, you can walk between them: the Cave of the Winds is on Goat Island; the Maid of the Mist landing is at Prospect Point — about fifteen minutes on foot, or the park trolley.
